A plant growth promoter is not a fertilizer and does not substitute for one. A fertilizer supplies nutrients; a growth promoter or bio-stimulant acts on how the plant grows and how well it takes up and uses what is already available. That includes root mass and architecture, which determine the soil volume a crop can draw from; flowering and fruit set, which determine how many sinks the plant will fill; and recovery from the transplant shock, heat, waterlogging and drought that interrupt a season.
Because they act on processes rather than supplying a shortfall, growth promoters are stage-sensitive in a way fertilizers are not. The same product applied at the right stage and the wrong one gives very different results, which is why application timing is the part of the recommendation worth getting right.
